Why are SD down-convert sizes different from SD standard sizes?

When we down-convert an HD clip with the aspect ratio 16:9 to an SD clip with the aspect ration 4:3 we do not cut or letterbox the clip in order to keep the full SD height (576px bzw. 486px). Thats why we end up with a width of 1024px, or 864px respectively.
