Why are questions relating to Windows, Graphics, Sockets etc. off-topic here?
Questions on these topics come up every so often here. C and C++ are languages, not operating systems. They come with limited, though highly useful, standard libraries. While any question relating to these libraries is relevant and most certainly on topic, a question relating to MFCs, for instance, is of absolutely no interest to a Unix expert, and vice-versa. There exist newsgroups DEVOTED to these non-standard additions. It certainly makes more sense to post a question in a place where there is a greater chance of it being answered, and answered correctly. As a beginner, it probably makes more sense to concentrate on the core language itself and master that before branching off to learn system-specific tricks.
