Why are power lines still on poles rather than underground?

Number one, the power poles are a lot cheaper and easier to maintain. when damage occurs it’s easy to see where it is. Number two, underground lines are more likely to short out in heavy rain or flooding and it’s harder to locate the spot where it happens – you have to dig up the whole line until you find it. It’s not feasible at all with less than excellent drainage.
