Why are people living in Sudan required to go to Cairo for Non-immigrant visa interviews?

Cairo is one of several U.S. embassies around the world that have begun taking biometric information from visa applicants. The Consular Section in Khartoum does not have the necessary equipment to process visas with biometric features. As Sudan is currently part of the Cairo Consular District, applicants who live in Sudan have a right to have interviews there. They may travel to other U.S. Embassies or Consulates that issue visas, but those other Embassies or Consulates are not required to give interviews to non-resident Sudanese applicants.
