Paper bags are compostable and can simply be thrown onto the compost pad with the leaves. There is no need for debagging the leaves which saves time and resources that would otherwise be lost if plastic bags were used in the program. Biodegradable/compostable plastic bags cannot be used as they are too difficult for collectors to distinguish from regular plastic at the curb. 4. Paper yard waste bags are made from weather resistant Kraft paper and have a citrus resin liner, yet break down at the composting site over time. 5. Can I use any type of paper bag for leaf and yard waste? No. Specific leaf and yard waste bags are now available that are designed for collection. They are made out of brown kraft paper, are multiâlayered and have a special coating so they do not get soggy.
