Because when submarines look out the periscopes the horizon looks gray so they are camoflauged and wont get torpedoed.

For some reason they just don’t like pink camo, go figure. The gray paint blends into the skyline and water line better than most colors. Check out the ocean skyline sometime and you’ll see why.
