Cone flowers like well draining, moist soil that isn’t soggy. That is one reason they might be browning and dying. They could also have root damage, from grubs, cutworms, or other insect pests. Fungus can also kill them, which looks like white powdering near the base of the plant. There is another chance that it’s from being too dry, you haven’t really given us too much to go on but those would be my guesses.
