Why are MDS assessments pulling into the TMHP LTC Portal randomly awaiting completion of LTCMI such as MDS assessments with R2b dates all the way back to May 2008?
TMHP Portal automatically extracts MDS assessments that have been transmitted to the state MDS database on a daily/hourly basis. It is possible for an MDS assessment with an R2b date before Sept. 1, 2008, to be extracted if it was transmitted to the state MDS database on or after Sept. 1, 2008. In addition, there is an on-demand MDS extraction process that runs when the Portal receives a Form 3618 Admission to the Medicaid Nursing Facility Program from Medicare or private pay in an attempt to locate a covering MDS assessment for the date of the admission to Medicaid. The calculated RUG for the MDS assessment will be used for payment Sept. 1, 2008, or after if a prior dated MDS is extracted and an LTCMI is completed unless it is a purpose code “E.” If the earlier dated MDS assessment is not desired by the facility for Medicaid use, it can simply be ignored by never completing the LTCMI. The completion of the LTCMI is what begins the processing of the MDS assessment for Medicaid.
