Why are many contracts being issued without competitive bidding?
The normal bidding process, under the best of circumstances, usually takes about 60 to 90 days. This year has not been a normal year for TYC, and there were some needs that required expedient action. While under conservatorship, TYC had to take immediate action on a limited amount of items. However, whenever possible, the agency has utilized the competitive bidding process.
