Why are many contracts being issued without competitive bidding?

The normal bidding process, under the best of circumstances, usually takes about 60 to 90 days. This year has not been a normal year for TYC, and there were some needs that required expedient action. While under conservatorship, TYC had to take immediate action on a limited amount of items. However, whenever possible, the agency has utilized the competitive bidding process. You can find current request for proposals (RFPs) issued by TYC at the Texas Building and Procurement website.
