A 19: Hiring halls were included in the definition of employer to ensure that the employees of the hiring hall are reported to the SDNH. Hiring halls which refer individuals for jobs with employers, or other similar entities, are required to report for purposes of section 453A if they satisfy the definition of “employer” at section 3401(d) of the IRC.
