The task of implementing an EMS is a significant one, particularly when the organisation is large, distributed over a wide area, or is responsible for many different operations, all features of many state government departments and agencies. By allowing an EMS to be established in central offices or administration areas before rolling out the system to the rest of the organisation, the EMS can begin performance improvements early on, rather than experience a lag time between implementing the system across the whole organisation and seeing improvements. It is expected that the future scope of the strategic EMS audit will expand to cover EMS in a broader range of statutory agencies.
