Why are Globe subs required to keep Ps100 daily when Smart prepaid roaming subs don’t have this requirement?

Smart’s required credits for activation is the same as that of Globe now. Though Globe is much better because Globe prepaid roaming subs are allowed to make voice calls while roaming unlike Smart which is limited to text only.
