They are illegal because there are two many reckless, irresponsible people that use fireworks. Go to any large celebration, even in states where fireworks are illegal, and see people lighting firecrackers, sparklers, and bottle rockets with lots of people around. There isn’t any thought of safety or with the possibility of starting a fire in dry areas. Police usually don’t arrest people for it because they don’t want to ruin people’s holiday. Cause a fire or injury and you can be assured to be arrested for the fireworks too.
