The County assesses user fees on garbage to encourage residents to reduce the amount of waste they send to landfill for disposal. User pay provides a means of charging waste generators for the disposal of the waste that they create, and encourages residents and businesses to reduce, reuse, recycle and compost. It is noted that in 2002, blue box recycling rates increased 21% from 2001 (from 3358 tonnes to 4076 tonnes) as a result of user fees and the expansion of the recycling programme.
