Narcotics is not exactly a proper term, the technical meaning refers only to opioids, the legal meaning refers to opioids and cocaine, and in the popular vernacular narcotic means any substance of abuse. But there are two major issue with substance use, the first is what people are more familiar with- drugs to help an athlete do a sport. So amphetamines, cocaine, along with many others like psychedelics can make people play better. Many psychedelics (including THC and PCP) have analgesic effects and they distort perception in a way that COULD be good. And since THC is illegal why not just be on the safe side.
