Why are data for commercial and non-commercial purposes distributed by different entities at different prices?
The broad distribution policy was designed by Japan Aerospace Exploration Agency (JAXA) in consultation with its worldwide partners. Although the Advanced Land Observing Satellite (ALOS) is operated primarily for public-good purposes, the broad JAXA distribution policy recognises that some of their partners have an interest in deriving commercial revenue. Consequently there are separate distribution channels for commercial and non-commercial purposes. Each channel sets its own prices.
