Why are cigarettes legal and pot illegal?

My brother is a vice detective. He told me that marijuana remains illegal because police use it as a way to increase funding to the police department. Whenever money is needed to fund the state police, the anti-marijuana ads are run and major raids are made and police ask for government funding to help fight this “menace.” The money received goes to things like new armor, new patrol cars, promotions, and relaxed restrictions on what the police can do to fight crime. Marijuana being illegal offers cops a chance to increase their funding for everything under the sun. My brother agrees marijuana is basically harmless but it’s a good source for police revenue.
