Why are certain regional data layers not included in the online map viewers?

The online map viewers are provided as resources to assist applicants in choosing projects to nominate and answer application questions. MARC has many additional data layers that were not provided because they a) would require a considerable amount of time to load b) are not suitable for online viewing and/or c) are not specifically referenced in the application questions.
