Why are blades of a windmill turbine twisted?
For the same reason airplane propellers are twisted; the airflow over them is of a uniform speed along the length of the prop (assuming the wind speed is constant) but because the linear velocity varies along the length (the tip of the blade moves further than the middle in a given amount of time) the localized free stream (wind) direction is different. To maximize the amount of rotational force from the wind along the length of the blade it must be twisted to accommodate for this (apparent) change of wind direction.
