If they were not neutral, all the matter in the universe would fly apart. The electromagnetic force is very strong, and unless the number of positive and negative charges in a volume matches very precisely, the repulsion caused by whichever charge is in excess will cause the matter to be wrenched apart. Conversely, if there are unbalanced opposite charges they will attract each other very strongly. So there will be forces that will stir the entire universe – until neutrality is achieved, at which point it all suddenly becomes calm.
