Why are all the water-meter boxes in Atlanta being locked?

It could be to prevent tampering. My neighbor discovered that by installing his electric meter upside down, he could run the meter backwards a couple weeks each month. Then one day he forgot to put it back and they put a lock on it. This was 20 yrs ago, I believe they are all locked now. This could be more critical now, because many water meters are being converted to remote-reading, where an (expensive) circuit reads the meter and radios the reading to a distant receiver.
