Why are AEFLA programs not allowed to place learners into initial EFLs using the CASAS Functional Writing Assessment?
Classroom activities are facilitated and student learning is optimized when learners are grouped according to similar proficiency in speaking, listening, or reading skills regardless of wide variance in writing skills. It would pose a significantly greater challenge to classroom instruction if learners had similar writing skills but a wide divergence in speaking and listening abilities. Q4: Can programs use the FWA to place learners who pre-test higher than Advanced ESL Level 6 (using a non-FWA assessment) in hopes of keeping those learners in ESL instruction rather than moving them to ABE/GED instruction? A: No. Learners who pre-test above ESL Level 6 using non-FWA assessments should be placed in Adult Secondary Education if appropriate; or they may be beyond the skill range for adult basic skills learners and could be referred to programs or services for persons at higher levels of proficiency. Learners may not be placed into initial EFLs using the CASAS FWA.
