Why am I just finding out about the new rules if the changes took place on January 1, 2004?
We were updating our computer system just prior to the new interest and penalties regulation taking effect and were not able to display interest and penalties that should have been charged in the first half of 2004. At the end of June, we ran a program that used the new rules to charge interest and penalties for January 31, 2004 through June 30, 2004. You were charged interest and penalties for any month between January 31, 2004 and June 30, 2004 in which you owed more than $500 in past-due support on the last day and did not make the required monthly payments. Beginning July 31, 2004, we will charge interest and penalties on the last day of every month.
