Why am I having trouble getting the aerial photos to become visible in the map view frame?

The aerial photos are scale dependent and are only available after the user has zoomed into a municipality or small study area. They also have a minimum scale so they won’t be available if you zoom in too far. This application works best with screen resolution of 1024×768 or 1152×864.
