The Windows XP OOBE Cannot Determine Your Network Configuration screen shows up during Windows Welcome if you have two NICs or a NIC card and a 1394 card in the computer (or onboard components). For a resolution to this problem, see http://support.microsoft.com/support/kb/articles/q307/9/79.asp.
