This error occurs when some of the settings in the configuration of the Powerlink are locked. The following setting should be left unlocked: Web Services URL, Shared Secret Key, Account ID, Sub-account ID, Turnitin Assignment ID, Turnitin Assignment Title, Instructor ID, Name Substitute.
