Why, after installing Timbuktu Pro for Windows, does the machine attempt to dial out to the ISP (Internet Service Provider) after bootup?

This is because Timbuktu Pro is started as a service and it is looking for the first available IP address. If you want to change this behavior, open Timbuktu Pro and deselect Start as a Service in the Setup/Preference/General window.
