Why a free wire dont shock even it has flowing of electron?
A free wire can’t sustain a flowing current for more than a few microseconds. With nowhere to flow to, the wire will fill up with electrons nearly instantaneously, and the current will drop to zero. If you meant “why doesn’t a bare wire shock you”, it’s because electricity takes the path of least electrical resistance. Your body has a much higher resistance than a metal wire, so the vast majority of the current goes through the metal wire, and only a small amount goes through you.
