The PDHRA is a Commanders program. Commanders at all levels are responsible for ensuring that the DA Civilians under their purview meet this requirement. The Army G-1 currently is developing further guidance for commands to facilitate commands implementation of the PDHRA program for DA Civilians. Commands and installations may direct questions or recommendations concerning the PDHRA to Dacivilians1.da1@us.army.mil.
