Who writes the movie summaries on the backs of movie boxes?

I’d only assume that the movie studio will pay advertising and marketing people to make the summaries sound as good as possible to sell their product, because some people will read the back and buy a movie even if it is total crap, just because that summary writer did their job correctly.
