WHO WILL PAY FOR CONSTRUCTION OF THE PIPELINES TO SERVE SUBDIVISIONS ON PRIVATE ROADS?
The elected Board of Directors will establish a pipeline extension policy to address the installation of distribution pipelines within subdivisions along private roads. There are many, many examples of subdivisions within LAPLAWD where homes are constructed along private roads who want water service so the Board must develop a fair and equitable policy to balance costs with connecting as many homes as possible. The options might include the homeowners paying the cost of the pipeline then LAPLAWD taking responsibility for the pipelines from then on or LAPLAWD providing some amount of cost sharing. The elected Board will undoubtedly hold public meetings to take input from homeowners on what is fair and equitable.
