Who will operate and maintain the water and wastewater treatment systems and infrastructure?
Our plan is to turn over the public utility systems to a public agency or private utility company, regulated by the California Public Utilities Commission, for long-term ownership, operation and maintenance. Multiple possible parties have expressed interest in working with Foster Enterprises. For insurance, Quail Valley Ranch will post bonds to guarantee operability of the systems for a set period of time.
