The BLM and operators will need to develop project-specific Plans of Development (PODs) and must contact appropriate agencies, property owners, and other stakeholders to identify potentially sensitive land uses and issues, rules that govern wind energy development locally, and land use concerns specific to the region. Additional mitigation measures would be applied in the form of stipulations in the right-of-way (ROW) authorization.
