Depends what you mean by agressive and when. For example during the lead up to the war, Hungary and Poland can be classed alongside the Agressor nations as they took part of Czechoslavakia in the 1938 carve up. the Allied Powers can also be called Agressor Nations as they spread the war also to Iceland, the Azores and parts of the Portuguese Empire which all where Neutral and non agressive to any party, but where invaded as a ‘protective measure’. Also Britain, France and the Dominions declared war on Germany, not the other way around. The Soviets invaded Poland, the Baltic States and parts of Rumania in 1940 / 1941 before Germany declared war on them as part of the non agression pact. America was fighting Japan and Germany Unofficially in both China and the Atlantic way before war was declared. So actually drawing a line on who was an Aggressor and who was not is a hard thing to quantify as all the Allied and Axis Nations had the case to be called Aggressor and influence / attack / in
