Who was to blame for the failure of the 1912 third Home Rule Bill?
The 1912 Home Rule Bill never actually failed. it was simply delayed continuously to the point ahtt it never took efffect. The Bill was passed in the commons by a a majority of 10 votes, then rejected by the Lords by 326 votesd to 69. It was then passed again by the Commons in 1913 but rejected by the lords by 302 votes to 64. Then in 1914 the Bill was passed again by the Commons by a majority of 107, but again defeated by the Lords. Having been rejected three times by the Lords, the Government simply passed it again and used the 1911 Parliament Act, which stated that the Lords could only reject a Bill three times. It therefore became the home Rule Act in 1914. However, the Act was postponed for a minimum of 12 Montsh due to the outbreak of World war I. Subsequent events in ireland such as the Easter erisign meant the Bill was continuously delayed and it was replaced by the 4th Home Rule Bill, which was eventually enacted as the Government of Ireland Act in 1920.
