The Viceroy of India at the time was Gilbert John Elliot-Murray-Kynynmond, The 4th Earl of Minto. Lord Morley was the Secretary of state for India Affairs in the British Government. The reforms are named after the involvement of both men who corresponded on the subject of the governance of India resulting eventually in the Indian Councils Act of 1909 (as the M-M reforms are properly known).
