He regarded high seas as areas not belonging to a specific nation. In Latin the high seas are known as Res Communes meaning a “thing in common”. Grotius used this to refer to the oceans as something for all to use. He states that once you hit the high seas you are in a thing common to all. This became the basis for all maritime law in the 17th century.
