Your question is subjective. However, I think Mozart was superior technically. He was able to compose multiple masterpieces in virtually every genre. For instance, Beethoven was not as successful with opera. I think Beethoven’s music is more complex but you have to look at it in context. He had the advantage of coming after Mozart and Haydn so he had excellent templates to work with. Also, during the latter part of his life he was sponsored by the aristocracy which gave him the time and luxury to compose without any artistic restraint. Whereas Mozart, being a freelance composer, had to satisfy the tastes of the Viennese public for income. I don’t think one is more spontaneous than the other. Both were master improvisers and both have moments that surprise and shock. Having the advantage of hindsight, I find the Dissonance quartet as radical as the Eroica or the Fifth symphony in the contexts which they were composed.
