Not exactly sure but I would say some of the founding fathers, namely Thomas Jefferson, John Adams, and George Washington, they had slaves but didn’t approve of the practice and as such wanted it outlawed but knew it would never be accepted by the southern states. So if you want to go to the earliest and count it from the declaration of independence then the first to sponsor such a movement would be the founders.
