Generally if IT within the agency is not the responsible owner of the business problem and proposed business solution, then IT should not be defining the business case. For example – you work in your agency’s IT organization and a program area wants to automate industry submissions via the Internet. Your job as IT is to come up with the best, most appropriate technology approach. The responsibility for developing/writing the business case, however, lies for the most part with the program area that initiated the proposal. IT should assist in quantifying the benefits, but it should not entirely be IT’s responsibility. Developing the business case should involve the executive sponsor for the project, the CIO, and appropriate agency executive and program management.
