Who should risk assess carcinogens (or any chemical for that matter)?

A. Responsibility for writing and accepting COSHH Assessments is the end-user. S/he must identify/confirm a chemical’s hazard and employ appropriate safety actions. It is not the job of Technical Staff to do this unless they themselves are end-users. Inexperienced workers should seek guidance from experienced ones. The Group Head or nominated Supervisor (usually a Post-doc; not a Technician) must countersign all documentation.
