Who should have more control over the planning process, the council or the executive and why?
The County Council and the County Executive should both have an active role in controlling the planning process. Unfortunately, due to the lack of oversight by the current council, which is tasked with direct management authority over the Planning Board, errors and poor judgment occurred which damaged the public trust, as well as the trust amongst the private business community. This has understandably had led to the call for the Planning Board management to be moved under the control of the County Executive. I personally feel this can be remedied by electing new representation on the County Council, especially in District 2, where proper oversight of Clarksburg was directly faulted by knowledge of problems not addressed by the District 2 councilman despite being informed by concerned residents in his district.
