The only customer personnel with the ability to generate FLEX floating licenses is a Xilinx FLEX Administrator for the customer account. The initial Xilinx FLEX Administrator is the person that is identified on the purchase order as the End-user or Administrator contact. NOTE: A purchasing agent should NOT be listed for this!

The Xilinx FLEX Administrator can be anyone trusted to generate FLEX floating licenses and to grant Admin, Floating License, or End User privileges to other persons for the customer account. The initial Xilinx FLEX Administrator is the person that is identified on the purchase order as the End-user or Administrator contact. NOTE: A purchasing agent should NOT be listed for this!
