‘Twas Albus Dumbledore. Harry’s father, James, left it in his care to ensure that Harry would get it. He probably wouldn’t have given it to Sirius incase he was killed by Voldemort himself and of course Sirius was latter arrested. Hope that helps!

In the Movie it was Dumbledore, I don’t know if the book was different, Sirius sent him a new broom.
