It was Dumbledore, he sent the Invisibility Cloak to Harry on Christmas (Harry was on his first year at Hogwarts then). James Potter left it before he died, so for those ten years Dumbledore owned it.

James Potter gave it to Dumbledor for safe keeping and Dumbledore gave it to Harry on his first Christmas at Hogworts, with a note that said” your father left this in my possession before he died. It is time it was returned to you. Use it well.

If you read the first book it is given to him on Christmas day by Dumbledore. Sirius Black is not even introduced into the series until book three. He recieves the cloak on page 201 and it is learned on page 299 that it was given to him by Dumbledore. The cloak was left in Dumbledore’s possesion by James Potter before his death.
