Who runs local bus services in Thurrock?
Most local bus services are commercial services, which are the responsibility of private-sector bus operators. The operators (not the Council) control timetables, routes, fares etc. A minority of services are subsidised by the Council: these services are run by bus operators on behalf of the Council. The Council controls timetables, routes, fares etc. The Council subsidises these services because they are socially-necessary, but not commercially-viable.
