Interesting. According to page 109 of the ORB the gang with the lower gang rating rolls on the scenario chart. Since tie results are not listed each player shall roll a d6 and the low roller then gets to roll as lower gang rating on the Scenario Chart and is treated as the lower gang rating. In the event that the d6 roll is tied simply re-roll until all players have a different d6 result.
