Who repays the Rainforest Bonds? Are Rainforest Nations liable?
Rainforest Nations would not be responsible for repaying any Rainforest Bonds that might be issued. The funds they receive through the emergency package would be in the form of contractual payments, not loans. Instead, developed country governments would be responsible for the payment of the coupon and the repayment of the principal of the Bonds. It would be up to these governments to raise the revenues to meet these liabilities through a range of possible mechanisms, some of which are outlined in the PRP report.
