Who regulates subcontracting work?

I was employed as a cable technician by a contractor working for a major cable company in Phoenix, AZ. Technicians were required to wear uniforms for which we had to pay a weekly fee. Also measurements were required with specific devices that we had to rent from the employer. We submitted a payment request every day but my payment never reflected all the work performed, when questioned, the employer would not allowed me to inspect the paper work in regards to payment received from the cable company for the services I performed. I was fired after complaining in prescense of other technicians during meetings about these practices. I requested to be notified when my last paycheck was ready. After more than a month of no news I went to claim my last checks and was deducted for the 7 weeks of uniform and meter rental that I waited waiting to hear from them (I told the supervisor that I would keep the uniforms and meter until I got my last payment).
