For the IA program the sending district receives the pupil allowance and pays tuition to the consortium for each student. For example at IA-West there are Huron Valley students, Holly students and South Lyon students. Each of these districts receives the per pupil funding for their students and then sends payment to the fiscal agent for that campus. Huron Valley is the fiscal agent for the West campus, Bloomfield Hills for the Okma campus, and Troy for the East campus.
